Ghana's New VAT Rules in 2026: What Freelancers and Small Businesses Need to Know
The VAT Act 2025 (Act 1151) changed VAT in Ghana from 1 January 2026. Service providers must now register regardless of turnover, the rate structure is simpler, and the COVID levy is gone. Here is what it means for your invoices.

If you send invoices in Ghana, the rules you learned last year are no longer the rules.
The Value Added Tax Act, 2025 (Act 1151) took effect on 1 January 2026. It replaced the previous VAT regime, and it changed two things that matter directly to freelancers and small businesses: how much tax sits on top of your invoice, and who has to register in the first place.
The second one is the part most people have not caught up with.
The Rate Structure Is Simpler Now
Under Act 1151, three charges apply to a taxable supply:
- VAT: 15%
- NHIL (National Health Insurance Levy): 2.5%
- GETFund Levy: 2.5%
All three are calculated on the same base: the value of what you sold. That gives a combined charge of 20%.
This matters because the old system did not work this way. Previously the levies and VAT were applied on different bases, which compounded the effective rate and made the arithmetic genuinely confusing. Under the new Act, you calculate each of the three as a straight percentage of the same figure and add them together.
The COVID-19 Health Recovery Levy has been repealed. If your invoice template still has a 1% COVID levy line on it, that line is now wrong. Remove it.
What a Compliant Invoice Looks Like
Say you invoice a client GH₵ 2,800 for design work.

Each levy is shown on its own line. Do not merge them into a single "20% tax" line. Your client's accountant needs to see the breakdown, and so does the GRA.
Now here is where freelancers get caught. If your client is required to withhold tax, they will also deduct withholding tax at 7.5% on the service value before paying you. That is GH₵ 210 off the GH₵ 2,800. So you invoice GH₵ 3,360 and GH₵ 3,150 lands in your account.

The Registration Change Nobody Is Talking About
This is the part that will surprise most people reading this.
For goods, the registration threshold went up. It moved from GH₵ 200,000 to GH₵ 750,000 in annual turnover. That is a real relief for small traders. A lot of businesses that used to be dragged into the VAT net now sit outside it.
For services, the threshold was removed entirely.
Not raised. Removed. Under Act 1151, any person who begins supplying taxable services in Ghana is required to register for VAT within 30 days of starting, unless the Commissioner-General grants an exception.
Read that again if you supply services, because it very likely includes you. Consultants. Designers. Developers. Photographers. Writers. Hairdressers. Tailors. Barbers. Vulcanisers. Digital service providers. If you sell your time or your skill rather than a physical product, turnover is no longer the test. Starting is the test.
This is a significant shift. Under the old rules, a freelancer earning GH₵ 80,000 a year was comfortably below the threshold and had nothing to do. Under the new rules, that same freelancer has a registration obligation from the moment they begin.

What You Should Actually Do
Work out which side you are on. If you supply services, assume you need to register and confirm the detail with the GRA or your accountant. If you supply goods, check your annual turnover against GH₵ 750,000.
Fix your invoice template before your next invoice, not after. Three separate levy lines. No COVID levy. Your VAT registration number displayed if you are registered. An invoice missing the registration number can be rejected by a client's finance team, which delays your payment by weeks for a formatting reason.
Separate your rates from your prices. The most common mistake is quoting a client a number and then discovering the tax comes out of it rather than sitting on top of it. Agree explicitly whether your quote is inclusive or exclusive of VAT, in writing, before the work starts.
Keep your WHT certificates. They are what let you claim credit when you file. Every client who deducts withholding tax should give you one, and you should chase it if they do not.

A Word of Caution
Tax law is not a place for confident guessing, and this Act is new enough that guidance is still settling. Everything above reflects the position as published following Act 1151's commencement on 1 January 2026.
